    Garbage Collection Service Guidelines
    Curbside Garbage Service
     
    • TRASH: Best Trash will collect residential refuse located at the curbside on WEDNESDAY and SATURDAY in resident supplied trash cans between 30-50 gallons in size. Refuse must be in bags (not exceeding 30 gallons) or weighing over 40 pounds and then placed inside the trashcan or at the curb by 7am on WEDNESDAY and SATURDAY.
    Bulk Trash Collection
     
    • Trees, shrubs, brush trimmings and fencing must be no larger than 3” inches in diameter, no more than 4’ feet long, tied in bundles not exceeding 40 pounds. Tied bundles are required to allow quick pick up and size limitations are required to avoid damaging the equipment in the compacting process.
    • Items such as appliances, furniture, mattresses, carpet (up to 1 room of carpet, cut less than 4 feet wide, tied in bundles not exceeding 40 pounds), will be picked up on both garbage collection days. By Federal Law, refrigerators, freezers, and any other items  containing Freon must be drained of Freon and have an accompanying bill to validate such service was performed.
    Unacceptable Items
    •  dirt, rocks, bricks, tile, concrete, tires, batteries, motor oil, cooking oil, sheetrock, insulation, waste generated by a private contractor, or any materials or items deemed hazardous materials.
    • Please do not dispose of gasoline, motor oil, paints, cooking oil, or any other liquid items in a container that are not visible to Best Trash personnel. If such items result in spillage that causes a stain, Best Trash is not responsible for the cleanup. Best Trash will leave a tag explaining the reason for any non-collected item(s).
    SPECIAL COLLECTION SERVICE: For more than normal amounts of residential refuse, yard trimmings or bulk items, Best Trash does have the ability to provide a special collection service. For  pricing information, please email your district name, address, and several pictures of your items to customerservice@besttrashtexas.com.
     
     
    Recycling Collection Service Guidelines
    RECYCLEABLE ITEMS:
    PAPER (including cardboard), PLASTICS (1-5,7), ALUMINUM & TIN cans & GLASS (all colors) Best Trash takes great pride in our recycle program. Ensuring the best  recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bin for recyclable materials. The recycle bin is NOT an extra trash container and will NOT be emptied as such. If items exceed container capacity, please place them adjacent to the bin well marked as recyclable  materials. Cardboard is recyclable, please break down all boxes flat, and place them next to the recycle bin for collection. Recycle will be collected once per week on WEDNESDAY, please place at the curb by 7am.
    NON-RECYCLEABLE ITEMS: Plastic bags, pizza boxes, Styrofoam, hangers, toys, clothes, grass and wood or any other items that do not have the official recycle logo on them.
    BIN CARE & MAINTENANCE: Best Trash will provide each residence with ONE recycling bin. Best Trash will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Lost or stolen bins can be replaced for $20.00 + tax each by calling Best Trash.
     
     
    Holidays
     
    If your regular trash collection day falls on a holiday (New Year’s Day, Independence Day, or Christmas Day) the collection will be made on the next regularly scheduled collection day.

  • chevron_rightCan the HOA Gate the Community, And If So, What Steps Can Be Taken by The HOA
    The short answer is no, and we will explain why.
     
     
    The neighborhood was originally planned as a community with public streets. The community is located in unincorporated Harris County (HC) and is within the City of Houston’s (COH) Extra Territorial Jurisdiction (ETJ). Since the community is located within the COH ETJ, the COH has review authority for platting. The COH platting criteria is setup to promote mobility, and HC has also adopted the same rules and criteria. When planning a community, the Developer, COH, and HC all review the general plan for the community and initially address mobility and connectivity.
    If there are any major thoroughfares planned in the community, both the COH and HC require that the Developer include connection points for this thoroughfares. The current Major Thoroughfare Plan (MTP) for the COH and HC includes three major thoroughfares in the community, Sunset Breeze, Woodland Hills, and Moonlight Mist.
     
    This brings up issue number one regarding gating the community. If the community wanted to gate the major thoroughfares, then the community would have to have the MTP modified, and would have to get a variance from the COH to their planning requirements. While there is a process to do this, these variances would be difficult to get.
    So, let’s assume that we do not want to gate the thoroughfares, and just the other streets. The first issue that is created is the cost associated with physically installing the gates. This would mean that  there would be 7 entrance gates (Woodland Hills, Moonlight Mist, Cave Creek, Almond Grove, Sunset Park , Canyon Shore, and Misty Summer).
    If somehow the HOA were to be able to gain the funds necessary to install the 7 gates, the next funding issue is the streets. Currently, HC is responsible for the maintenance of the streets, but if the streets were gated, the County would no longer pay for this. The current cost of concrete pavement replacement is approximately $15,000 per lot, and if we were to assume that the pavement would last for 30 years; this means that each homeowner would need to pay approximately $500 per year in addition to their normal assessments. This estimate does not include inflation, and so most likely would be more than the $500 per year.
    Again, if somehow the HOA were to be able to convince the members to accept a 50% increase in dues, there are still additional hurdles. In order to make the street private, and “take” them away from the County, the HOA would need to file replats for each individual plat in the community. This is approximately 30 plats that make up the community, and each one of them would have to be modified. If we assume that the surveying cost to prepare the replats along with the platting fees was $25,000, then the initial cost for just the platting would be $450,000, or roughly a $300 per homeowner in a special assessment.
     
    The replatting process is the most difficult hurdle of all of the hurdles in the process. Each plat would have to have 100% participation in the process. If one property owner does not sign the plat, then the replat will not move forward. In the assumption above regarding 7 entrance gates,  and so if one of the replats fail, this could dramatically impact the number of gates. In addition to having each property owner approve the plat, each lienholder would also have to sign the plat. This means that every person with a mortgage would have to have their bank sign-off on the plat. Additionally, HC will not allow a plat to be recorded unless all property taxes have been paid to all taxing jurisdictions. This means that if one property owner within the plat is delinquent on their taxes, then the plat cannot be recorded. I am not sure about the school taxes and HC taxes, but I know that  HCMUD 49 have property owners that have not paid their taxes, so this would have to be addressed.
     
    In summary, technically, it is possible to gate the community, but the likelihood is so slim, that it would be better for us to spend the HOA money on more reasonable ways.
